Digital systems are now an essential part of humanitarian response. They are used to assess needs, manage information, coordinate services, refer people to assistance, analyse risks, monitor activities, receive feedback and make decisions. When these systems are well designed and responsibly governed, they can make humanitarian action more timely, accountable and inclusive.

In many responses, however, digital systems remain fragmented. Organisations often use different tools, collect similar information several times, work with unclear data-sharing arrangements, or depend on systems that are difficult to connect with others. This can create inefficiencies, increase risks for affected people and make it harder for local actors to participate equally in coordinated response.

DigiCap provides independent, field-ready advisory support on digital governance, interoperability, responsible data use, digital inclusion, procurement and the practical design of digital systems. Its purpose is to help humanitarian actors make better collective decisions on technology, data and digital ways of working.

DigiCap does not promote one specific platform or vendor. It is designed as a neutral support mechanism for interagency and sector-wide digital challenges.

Interoperability and digital ecosystem design

DigiCap can help actors understand how different systems, tools and workflows relate to each other, and where practical improvements can be made. This may include support to connect referral systems, registration processes, service mapping tools, monitoring systems, dashboards, feedback mechanisms or reporting platforms.

Digital strategy and procurement

DigiCap can support organisations and coordination structures to define digital needs, compare technology options, prepare requirements, review proposals and assess risks linked to specific tools or vendors. This is especially useful when actors are considering new digital investments and need impartial advice before committing to a platform, service provider or architecture.

Digital solutions, participation and inclusion

DigiCap can support the design or adaptation of digital solutions so that they reflect real field workflows, user needs and local capacities. This may include user journey mapping, participatory design sessions, digital literacy planning, accessibility review, language adaptation and support for adoption. The aim is to ensure that digital systems are usable, inclusive and grounded in the realities of the people and organisations expected to use them.

Data governance, data protection and cybersecurity

DigiCap can support the development of responsible data practices, including data-sharing frameworks, access control models, DPIA checklists, consent approaches, data minimisation measures, vendor due diligence and cybersecurity risk mitigation. The advisory work is grounded in recognised data protection principles, helping humanitarian actors design and use digital systems in ways that protect people’s dignity, safety and rights.

Request DigiCap support

Humanitarian agencies, coordination bodies, consortia and local actor networks are welcome to submit a formal request for DigiCap support using the designated request form.
