With support from the Estonian Ministry of Foreign Affairs, the Estonian Refugee Council helped people affected by crises and conflicts in Georgia, Ukraine and the occupied Palestinian territories in 2025. Assistance included essential items, heating materials, food, as well as support for agricultural activities.
Ukraine
In Ukraine, we provided cash-based humanitarian assistance to 173 people in rural frontline areas of the Donetsk, Kharkiv and Zaporizhzhia regions, enabling those affected by the war to purchase food, medicines, hygiene items and other basic necessities. In addition, 163 people in the Zaporizhzhia and Dnipropetrovsk regions received emergency livelihood support to start or continue economic activities and improve their self-reliance in areas affected by the war. Support was provided for activities related to agriculture, livestock farming, food production and various services. We also supported 282 people in the Dnipropetrovsk region with cash-based livelihood assistance, helping war-affected people in rural areas to engage in or continue livestock farming and better cope during the winter period. In Ukraine, we also provided winterisation support, assisting 207 people in vulnerable situation in frontline and hard-to-reach war-affected areas. Cash assistance was delivered in the Kharkiv, Zaporizhzhia and Donetsk regions to help cover rising heating costs and ensure access to fuel for the winter. Read more from a report.
Georgia
We continued supporting Ukrainian refugees in Georgia through cash-based humanitarian assistance, helping people cover their most critical basic needs. The support was used, among other things, for rent, food and medical supplies. In total, 395 people received assistance. Read more from a report.
We provided cash-based winter support to Ukrainian refugees living in Georgia to help cover seasonal expenses such as heating, electricity and warm clothing. In total, 180 families, or 515 people, received assistance. Read more from a report.
Occupied Palestinian territories
We distributed 9,141 food parcels to people living amid the humanitarian crisis in Gaza to help ensure daily meals for both patients and hospital staff working in extremely difficult conditions at Al Shifa Hospital, Al-Nasr Children’s Hospital and Al-Helou International Hospital.
